Lapa and Estrela are some of the quietest and most family-friendly neighbourhoods in Lisbon. Although they don't have a metro yet (it's planned for 2023), they are quite accessible in terms of public transport - tram and bus. The Jardim da Estrela is one of the most pleasant in the city, having been inspired by the typical English gardens of Romanticism. The fact that it is on a hill means that many of the houses in this area have incredible views over the Tagus River.
